does the light on the switch come on? and can you hear the relay click when you press the button?
If it does, then this is common on the older Laguna's. There is a multiplug connector in the luggage compartment on the passenger side. You can access it by taking the side covering off, or just lowering it enough. The connector works it self loose over time but for some reason, only the heater is affected. Best cure I found was to bypass the connector. Find which wire feeds into the block for the heater, cut it and connect it directly to the correspoding wire on the other end of the connector. Obviosuly, be careful to make sure you are connecting the right wires and if you aint sure, get someone to do it.
