Clio consumption

Hi everyone, I've just bought a 1998 Clio 1.2 RN mk.2 as my first car; I use it for short journeys to college, work etc. and it runs just fine. My dad noticed it was taking about 3-4 miles to warm up to full working temperature so we changed the thermostat but it remained the same.
It gives me around 35-37 mpg doing the short local journeys but I expected somewhere in the mid 40s. Is this normal for a 1.2 or should I be looking at other problems; hope more experienced owners can help.
