I think this has got to the stage where it needs to be addressed in law. Any safety critical bulb (side lights, headlights, rear fog lights and indicators) should be changeable by a competent, able-bodied individual at the roadside. Having to remove the bumper is ludicrous.
Xenon lamps could prove a bit tricky, but I'm sure they could incorporate some sort of ballast safety cut-out switch into the lamp's rear cover. Although that would be one more thing to go wrong.
I feel the same, What happens in the Countries where it is compulsory to carry a spare set of bulbs, Dark wet windy night do you sit at the side of the road removing a bumper ETC to replace a bulb or call out a breakdown service ?
