I think this has got to the stage where it needs to be addressed in law. Any safety critical bulb (side lights, headlights, rear fog lights and indicators) should be changeable by a competent, able-bodied individual at the roadside. Having to remove the bumper is ludicrous.
Xenon lamps could prove a bit tricky, but I'm sure they could incorporate some sort of ballast safety cut-out switch into the lamp's rear cover. Although that would be one more thing to go wrong.
It does not need a ballast cut out switch to change xenon bulbs, it is just renault playing safe.
I have done one of mine, there is no danger from the high voltage if you double check the headlights are switched off or the battery disconnected.
Still have to take the bumper off though.
