Try and remove the tubing going to the jets under the bonnet - then remove the jets themselves ( if not try poking a pin in at the back) and clean them from behind. Failing that try some new jets, Halfords etc sell universal ones that aren't that expensive. You probably have a blockage as the pump is working and you get some water. If you can get to the washer bottle try removing tubing that end as well and check for blockages - there may be dirt/crud at the bottom of the washer bottle that has caused blockage. If you have access to compressed air, even better, give a good blast of air thru the tubing at the bottle end and any crud will hopefully get dislodged.
