That looks a definite MOT fail, but if the main part is sound then plating over may suffice. But do check out the cost of replacing the whole sill compared to having plates welded over the holes, the cost might not be much different and a new sill will make the car look better if you are planning on selling it later.
My Astra failed its MOT as the rear arch had corroded into the sill area (only by 2"). The garage said they would repair it and I was assuming they would fit a part panel. Instead they plated it over with thin gauge plate and I was shocked how much they charged for doing this .. I'm sure I could have had a new sill for a similar price as I had one fitted before on my old Ford Sierra so I had the expected cost in mind.
