It tells you if there's a problem with the car. That can range from driver/passenger errors (setting off with the handbrake on or a door improperly closed) through to proper faults (tyre pressure warnings,
warnings etc.) It also gives you a voice prompt when the fuel low warning light comes on.
If you don't like it, you can turn it off. Well you can't turn it off completely but you can replace it with a chime. There's a 'mute' button on the dash to do that. Pressing the button above the 'mute' one repeats the current fault condition (even if muted) unless there's nothing wrong, in which case it says something along the lines of "The vehicle computer is now checking systems for you."
