The compensator they refer to is a load compensator, it adjusts the braking pressure when the car is fully loaded, and they seize up on all cars, and you would never tell the difference and it's not checked on the MOT, but 9 times out of 10 you can free them up with WD40, they are supposed to be lubricated in a service but they never are.
