Most,if not all small 16 valve engines produce usable torque at a higher rpm than other engines,so consequently the gearing is lower to keep the engine in it's torque band.
3200rpm sounds pretty much spot on to me,although on a long journey it can become tiresome.
I'd rather push my Alfa than drive a BMW....
