Each a 5min job, probably...
You haven't said what sort of car, but anyway, look around or down the back of the headlight and you will see at least 2 screws, they are often plastic and may need either a screwdriver or allen key, which attach the headlight body to its outer case or the car front panel.
Park your car facing a wall or failing that, another car and switch on the dipped headlights, then fiddle with the screws until you see the light pattern move, in your case upwards. Our MOT guys usually pull a screwdriver out of their pocket and set the lights, if need be, during the test, but perhaps your tester was having a bad day...
The ends of the steering rack gaiters should be held tight with cable-ties or metal clips, these must be missing or loose, and will need to be replaced, if water/dirt get inside the gaiter your rack will soon wear. There should be grooves around the ends of the rack casing for the gaiters to be fixed into.
