Velcro is the easiest but if you want it more solid, put in a "False Floor".
Get a piece of plywood or MDF and drawn an outline of your boots carpet onto it, cut it out.. glue/staple the carpet to it and place it into your boot, you can use corner brackets to screw the sub box onto the floor.
Bit heavy duty tbh but i've seen it done that way so many times (Flaming annoying when customers want there spare wheels out!!)
