Thats not nessacarily the case sparky, as a member of the public the VBRA exists to ensure that their members (the bodyshops) do a decent job, if they dont you can complain to them and get the work done at another VBRA approved bodyshop.
The costs are then taken from the original repairer and passed onto the new repairer, or so my understanding from a friend who works for a rather large insurer!
have a look at the vbra website, it does list a code of practise, and from a quick scan does point in favour of the customer.
