Don't forget there are MOT test centres that don't do repairs so in essence you have to be able to get your vehicle somewhere else for repairs. If a centre fails your car all they can do is advise. Whether you take in back on the road against their advice is entirely up to you and if they believe the car is dangerous issue you with a disclaimer absolving them of any responsibility.
Over here in Northern Ireland the test centres are entirely run by a government agency and do no repairs so the rules pertaining to driving a car on the road are the same as UK mainland.
One of local MP's was stopped driving his motorcycle after it had failed it's MOT test and he pleaded at the road-side he was taking the bike to be repaired at a local motorcycle garage. He further claimed he was taking the bike just to leave it in for repairs and on the off-chance he could leave it in for as few days. The police checked if he had an appointment with the place he claimed he was going to but there was no record of such. He was fined £60 along with 3 penalty points.
