My clio's the 1999 1.2 grande, it's going into the garage tomorrow for some work done in it and it's mot. I just wanted to try and identify and maybe solve the problem myself before it went in.
I know nothing about cars and i just didn't want to get ripped off with a garage.
At the back of your starter, the rear end of the rotor should be visible.... see if you can engage it with a socket or a screwdriver and move it left and right a mite. It could be duff motor brushes or commutator so give it at least 2 or 3 turns but don't land it in the same spot. It might just work again but will need new brushes if you can source them.
Another common problem people here have been talking about is corroded battery leads. Check that out too.
