I've two sets of diagnostic tools one is an inexpensive obd11 tool the other is renaults clip, I've never had any problem starting a car with the tools connected I might be wrong but could you have a problem with your obd tool? have you managed to try it on another car of similar year ?
Sorry I'm not much help here, I beleive the link is there mostly to let the on board computers know there ist no obd tool connected.
