What, so it's had some of that stick-on tint stuff applied to it? But not very well, so there's a lot of air bubbles?
Is that legal on windscreen and front windows?
Pricking each bubble with a pin might let the air out, and I suppose a heat gun/hair drier might help - I've heard of people using one to remove unwanted stickers from windows
