, water shorting out can cause all sorts of weird and wonderful problems.This applies to relay/fuse board as well.
It may just be "corrosion" on the relay/fuses/connectors (once water has dried out) which is now causing your wipers to fail completley. Once thoroughly dry the corrosion can be wiped away with a fibreglass pencil/brush or a small coarse brush with some wd40 - this may fix a "water leak" related problem, however, there may be long term damage to the componets which may rear their ugly head in the future.
