I pesume this is a Mk 1 clio due to the sunrof leaking, which is a very common issue in the Mk 1's.
Personally I would remove the sensor from next to the sunroof and clean it up, because although it will dry out, it may have become corroded. They are expensive to buy from Renault and I would therefore suggest a breakers yard if this does not work.
If you get a new sensor from a breakers yard you can then ask Renault to recode your fob to match this.
Alternatively visit a car alarm shop who should be able to do this for you.
It is the immobiliser that is stopping the car from starting, as it is not switching off. can you unlock the doors manually using your key to get in??
