Hi there, its just a means of manually adjusting the brightness of the dashboard lighting to suit your preference. Some prefer a brighter setting (keeps them alert), others prefer less glare (allowing them to focus on the road). No right or wrong - just what works for you!

Just thought of something - you may be referring to the roof-mounted light (which is also adjustable on some models), same principle involved. (Just in case I wasn't answering your question at my first attempt...).
