If the brakes go hard after couple of presses with engine off it would suggest vac side is okay.
If going hard when engine on, dodgy vac system

Clutch switch on electronic handbrake models controls release of the handbrake
Dunno what else but can you remove switch when engine running ??
Maybe operate it manually ??
If so, at least you could see effect of switch on brakes and either confirm electrical problem or discount it.
