If it's not latching chances are the blade is stuck open.
The blade is the bit that needs lubricating.
WD40 will free up a sticky part but is not a long term lubricant. Couple of drops of engine oil will work better to keep it moving freely once it is free. Or some grease or copaslip.
If the catch isn't free to engage, the bonnet can pop open and fly up at speed...not good.
I think that was mentioned on 'Watchdog' reguarding Clio's - Lubrication of the catch is a must on any Renault.
