Look at the bonnet catch. Should be a hole with a blade across it, maybe 1/3 of way across.
Get someone to pull the cable and you should see the blade move away to clear the hole and return when the cable is released.
If it's not latching chances are the blade is stuck open.
The blade is the bit that needs lubricating.
WD40 will free up a sticky part but is not a long term lubricant. Couple of drops of engine
will work better to keep it moving freely once it is free. Or some grease or copaslip.
If the catch isn't free to engage, the bonnet can pop open and fly up at speed...not good.
I think that was mentioned on 'Watchdog' reguarding Clio's - Lubrication of the catch is a must on any Renault.
