What I mean is that tyres should be perfectly circular, however, when at a standstill, you will find that the area surrounding the contact patch will bulge ever so slightly due to the weight of the car.
Over a prolonged period, this bulging can become the permanent shape of the tyre.
Hope that explains what I was referring to.
