i would say it has been clocked at some point.

did you try contacting the previous owners and asking milage?

also the place selling you the car may have told the garage just to fix the hose and avoid the turbo .

whoever changed the oil would know if they kept records of the state of the oil and grade etc would be a good place to check if this was ok.

normally 3 months engine and transmission warranty.

the terms 'fit for purpose' when sold and 'buyer beware' are the legal things to consider. at the time of purchase , if you ask if there is any problems or service history they should tell you. if they tell you its all ok and turns out its not, and you have evidence that can prove its not ok, you may have some comeback legally.
