That's what I thought as well. Although Xenon lights get very very hot in use.
In my job, one of my many tasks is to replace medical light source Xenon lamps - they are mounted in massive heatsinks to dissipate heat & have at least one cooling fan running. I know they are in a closed box and used in an indoor environment & are 300watts! but even a 55w lamp will get hot!

I don't think anybody knows! I asked several dealers, the AA & the RAC at the time and got slightly different versions from each one I spoke too.
It may be due to the intensity of the light rather than the heat. Who knows?
