Okay, as wires there see if there's any tension when catch released?
Is it same as working side?
What about if you manually latch/try to?
What I'm thinking is that they seem to be over centre catches similar to door locks. If cable is too tight, they will not latch.
May simply be cable adjustment but no idea if you can or where.

If not as you say, its whatever latches the thing and you may need to remove the catch and take a look. See if you can mark position before to help realign.
Sorry, best I can offer, you've already covered the usual clean and grease.

If its the catch, scrappers for a replacement. Point I was making on cost is that these sort of things are usually fiddly so high labour content. DIY saves that.
