Most likely sign of a leaky cylinder. Probably been collecting fluid behind the dust cap.
Unless you pushed it in past the inlet pipe (if that's possible ??)

You may get away with new seals but in all honesty brand new look reasonable price so not worth it.

As for bleeding, if the pedal feels spongy or will pump harder (with engine running), yes it does, otherwise, get the new cylinder in then bleed.

It's good practice to remove resevoir cap BTW and worth putting some rag underneath when pushing cylinders in. Give the fluid somewhere to go and collects any mess
