MOT failures, help needed please

12 month earlier I replaced all the rear shoes (brake kit) and a slave cylinder. then it passed the MOT.

This year it has failed on Air Bag warning light on, (could I remove the bulb?)

Service brake efficiency below requirements [3.7.A.7] RBT service brake efficiency: 43% (they said the front brake was fine & hand brake was fine, but foot brake on the rear was poor)

Do the rear brakes have an adjustment, I'm confused if the hand brake ok but foot brake on the rear is low.

Also NS has excessive play in lower ball joint - this is fine as it's a simple job.
