As said chances are it's adjusters seized/ lazy
If they don't adjust the shoes, less and less of the shoe contacts the drum lowering friction.
Another common problem with drums is that there will be a lip on the open edge, left after the contact face is worn a little.
This stops you setting the adjuster to a snug fit between drum and shoes when refitting.
Then the adjuster is playing catch up and doesn't always make it.
Cleaning that lip off makes a big difference. Few minutes with a half round file. Or bolt the drum on open end out and few seconds with a belt linisher or power file. Lip only, don't damage the contact face…
Makes it easier getting the drum off next time as well
