No, the adjuster takes account of wear on the brake shoes.

Once you have that set correctly, you can adjust the handbrake cable using the cable adjuster.

Not sure if that adjuster is fitted to the handbrake lever inside or just underneath the car where the cable comes through the floor.

See the pip that's arrowed in the pic.
Make sure it's resting against the shoe (as it is in the pic) while you make your adjustments to the shoe adjuster.
If it won't sit in the right place, try slackening the handbrake cable a bit more.

I usually slacken the cable first anyway.
