It's worth asking. These can be turned with sharp nosed pliers or a big screwdriver but they can just turn without the push. So could be just a mechanic who's always done em like that and been lucky.

Being cynical, do you know and trust the garage ??

Nice earner to charge a punter 100 quid plus labour a side for caliper change when they are getting them for 50 !
Which may be going too far as a comment but it happens.

As a minimum I'd shop around for prices for a caliper and pad change.
