The ODBII spec defines that the connector must be inside the passenger compartment. I forget the exact details, but the spec is quite specific about placement inside the car too, so a dig around the centre console, driver's footwell and fusebox should usually turn it up.

ODBII defines the interface connector, but the manufacturers still couldn't agree on a communications protocol. As a result, there are three different ones supported by the ODBII specification. Some readers do all three, whereas others just do one or two. For Renaults, you need the CAN protocol. Fortunately, looking at the article, the ELM 327 appears to support CAN.
