brake pressure regulator

ok so have just fitted a new one as my old linkage rod had seized. After fitting it, the haynes manual told me to lower the car with the 'spacer' intact. Is the information referring to the red plastic tags that are attached?? (Mainly the one at the top) which is sort of acting like a spacer. Or am i missing something?

Any help greatly received as there is little information on the web.
