The info does make it sound like brakes
Wheels off and take a look.
Assuming pads aren't on metal, I'd be suspicious of floating pads that aren't held snug in the callipers. Maybe missing shims at ends or even that the previous fitted the wrong pads
Make sure pads aren't jamming etc

Could also be summat where shouldn't be. I once had a small stone in a caliper, horrendous noise and full strip down to fetch it out
