According to my archive of What Car? magazines, all models of Clio in 2001 had ABS as standard.
You have to remember, that if a fault is linked to the sensor, then the ABS may not be operational either (so the brakes may lock up as a consequence).
If your car is an import, then the spec may be different - your V5 will confirm if it is a UK car.
Would advise a swift resolution as ABS is probably the most widespread accident avoidance safety systems available.
