From what you have told me, I seriously doubt if it would be possible to perform a PDR repair using rods. Access sounds an issue, and in all honesty, when using the rods, the operator really needs a clear line of sight on how the metal is moving viz-a-viz the tip of the rod.
I have a hydraulic glue puller (I can also use a slide hammer with this), and I always sell its use as one of 'damage limitation' rather than perfection. This is mainly due to the fact that there can be a weld/brace hidden behind the dent, plus, as the dent is pulled and becomes shallower, so also does the contact area for pulling, so the glue has to work harder to continue exerting the same pressure (and there is a point at which it can't).
It may just be one of those unfortunate areas, whereby a full bodyshop's resources are needed.
