It probably would stop them Chris.

A vehicle will be identified by it's "black Box" in order to bill the registered keeper. As the DVLA database knows which vehicles are taxed, tested and insured you can bet that a summons will arrive at the same time as the bill.

If a car is unregistered, the previous keeper will get the bill/summons, and I for one would make damn sure the new owner was traced.

There is one thing the Labour muppets have overlooked though - the courier industry would be wrecked overnight.
I was a self employed courier for 5 years. I earned an average 54p per mile (one way only), and now Labour are talking about charging upto 1.34 per mile. Even if they GAVE me the petrol etc I would be bankrupt in weeks.
