Dephaser problems

My '53 reg Scenic 11 cuts out when cold, sounds like a bag of spanners when starting, and suffers from a lack of power when under load.
I had the main dealer run a diagnostic & the problem seems to be with the dephaser pulley. They've quoted me £515 for a replacement dephaser, and to be honest I'd struggle to find that amount of cash at the moment.
Does anyone know if this is a major job, or is there any potential for a DIY fix?

yes it is a major job as not only does the dephaser have to be replaced, but also the timing belt and tensioners. I would also recommend fitting a new water pump as well. Is that at a Renault main dealer you have been quoted that price. If so it sounds good value to me, but an independent garage preferably someone that know's Renaults may be cheaper.
