Renault Scenic Cooling fan

I have a 52 plate 1.4 Renault Scenic.
The cooling fan is not kicking in wwhen it gets too hot and my water is boiling!
Ive checked everything I can find,

the fan works when connected directly to the battery
All fuses are ok
Ive checked the relay that the fan is connected to which works
the top and bottom pipes on the radiator are hot

I assume it is a faulty thermstat but am struggling to find them, ive been told there are 2 on the scenic, one controls water flow and one controls the fan.
I assume the one that contols water flow is the big one on the radiator, the other one I am unable to find.

Please can anyone help? I cannot think of anything else to try!

A thermostat controls the flow of water not the activation of the fan.
Does the engine remain cool when being driven at a fairly constant speed?

Was going to point out what Madnoel said, but he beat me to it.
I'd get a voltage metre and inspect the radiator fan connections. Also, As Madnoel also asked, Does it remain cool when driving?

i would also be checking the temp sensor as well
