Okay, with drums and a snatching pedal, with low handbrake I'd be suspecting adjustment or a leaky cylinder, letting brake fluid on the shoes/friction face.
On the adjustment, often with drums, they wear on the friction face leaving a small rim outside. This means that when the drum is pushed over the pads, they can't be pre-adjusted properly but are a loose fit. And the auto adjuster doen't sort them out. So they expand at an angle and don't bite properly.
Cleaning that rim takes a few minutes with a half round file or ten seconds with a belt sander
Fast fit places especially seem to miss this.
Also could be auto adjuster clagged up and in need of freeing off.
