Though I can't say with Renault, by the late 90's virtually all car manufactures had moved to galvanised panels throughout the car.
I was involved with a company producing welding kit at the time and there had been a slow but steady change from the majority of machines being for untreated parts to most being for coated.
Doesn't stop rusting as when you spot weld coated materials, you destroy the coating so each weld is a potential rust point. But does reduce tendency to become lace curtains.
Paint technology moved on a lot in that sort of period as well. That's probably as big a factor.
