There are two factors (a) when metal is damp and unprotected it begins to corrode at a fast rate (b) dampness and mud / dust make a stiff paste which gets into the moving parts causing them to stiffen up.
I use to dread going through puddles in my Astra as I had a corroded wheel cylinder. Within 2 days of the car standing unused the brake drum would lock up solid even after releasing the handbrake. It was only by being brutal and rocking the car back and forth in gear (not a recommended practice) that would eventually free the brake. Since I had the brake cylinder changed this problem has now gone away.
