Clio rear brake cylinder bolts

Hi Guys.

The wife has a 2001 (July) Clio II that has a leaking rear brake cylinder which I foolishly offered to change for her.
The problem I'm having is removing the two bolts that hold the cylinder to the back plate, my 10mm spanners and sockets are too big to loosen the bolts and 9mm are too small to fit them.
Could our French friends have used 3/8" headed bolts rather than metric ? or is it that they were originally 10mm heads that have corroded making them too small now for a 10mm spanner ?
any tips for removing them would be greatly appreciated.
