On the 5 seat scenic II cables are available from Renault. Part number 7701 478 158
Your dealers may deny it as default is new unit.
Renault Wolverhampton are very helpful (praise for a dealer ) if you are in midlands area but they will ship across UK

They connect to a regulator unit over the back axle. And if cables are loose.... that could be jamming. Relatively easy to strip off and clean/grease.

Pads and calipers as said above.
