That does make sense as tightening torque is supposed to load (stretch) the bolts to keep them tight and equally load the item being a cylinder head or road wheels.

And as stretch is a function of rotation of the thread, angular should remove friction from the equation. It is a more direct measurement in that respect.

And it's not only lubrication that can effect torque. A dirty, damaged or mis-cut thread will do the same in the other direction.
