In the past I have just drilled the screws out and used a self-tapper to hold the disc in place. As long as its not sittting above the countersink on the disc it will do the job. Just need it to be there until a bit of corrosion welds the discs to the hub after a few thousand miles.
On some Fords which have studs rather than bolts they don't even have retaining screws.
