I usually start with a 10 mm drill just enough to remove enough of the head of the bolt - yes it will chatter at first but persevere using a slow speed - then drill down the centre with smaller drill usually about 3.5 mm or so.
Once the head of the bolt is drilled off you should be able to remove the disc and already mentiioned you may be able to grip what's left with mole girps or such. If attempting to use heat be very careful - excess head can damage the wheel bearing.
