1998 Megane Cabriolet Pipe come off!

I noticed just behind the drivers side wheel arch at the bottom of the car a blck pipe hanging down with the end of the pipe touching the road. I touched it and it moved up and down and was loose. I pulled it as it seemed not to be attached to anything. I removed with ease from the car, the pipe is hard plastice about half inch and about a foot long.

Any ideas what it is and what it is for. Do I need it?
