Question Clio II Headlights!

I really need help about my headlights! I have a 51 plate clio and my headlights are forming a weird coating over the top (on the outside) of my light. I've tried T-Cut to try and scrub it off, but it doesn't work, it looks clear for a minute and then goes back to the coating again. I was wondering if anyone knew what else would work? I would love for them to look nice! It's driving me crazy!
