How do I unblock the scuttle panel?

My scuttle panel is full of water when it rains and badly needs unblocking. I tried to remove it but my wiper arms are stuck solid and will not come off. I understand I can try unblocking from under the wheel arch but cannot see any holes to put a wire up etc. Anyone got any tips? Its a 54 plate Scenic II.

The scuttle drains terminate behind the plastic wheel arch liners - just behind each front wheel - you'll need to bend the liners forward for access.
If you can lift the fornt edge of the scuttle panel you may be able to rech into each corner with a pice of stiff wire to unblock the drain holes.
