Hi there and welcome.
The metal flap really is there to act as a seal to prevent fuel from travelling up the neck of the fuel tank and spilling out (under hard cornering, for example).
Spilled fuel makes a road surface very slippery, especially for those on 2 wheels.
There is also the risk of fuel spillage in the event of a collision or roll-over.
Has it been something getting gradually worse over a period of time, or has it suddenly stopped working?
I'm trying to help you determine if its a case of the spring seizing (and some penetrating
may help), or if the mechanism has jammed and requires removal.
